I want to get the blackberry flip phone from rogers canada but I don't need a data plan, do I have to get it for the phone? Can I get a different plan?

The advertised promotional price for the Blackberry 8220 flip ($ 29.99) is based on activating with a Blackberry data plan on Rogers. You could technically activate with a voice-only plan, but the hardware cost would be lot higher, likely around $ 300.

I have a really basic flip-phone from Verizon. If I bought a Blackberry from eBay, could I replace my flip-phone with the Blackberry without changing my contract to a data plan? I just want a cooler phone.

Yes, all Verizon cares is that that line remains open for the length of the contract. You can change it to whatever plan/device you want during that time as long as it remains active.
